Look at rules for some Facebook groups.
Name-calling, bullying, harassment can not be allowed.
You have to include the possibility of removing someone’s right to post if this person persists.
It is not comfortable to make a comment and have another poster make fun of you once, twice or over a period of years.
You have to respond to complaints as much as you may not wish to do so. ( c re c)

I have asked to have the Wall-no books library to be open on Fridays. Years ago I was told some libraries in our area would be open Fridays. I was so happy. Then It was decided to have the University Library open Fridays because many homeless people needed the internet.
I have reduced my trips there due to the intense crowding of due to need for people from food bank lines to have space.
I just finished a discussion w/ head honcho’s office re the library staffs being directed to do additional cleaning tasks in a city-wide measure to prevent virus transmission. ( c re c)
Guidelines for comments could be proposed by the editors and agreed upon by a representative committee. All posters should be required to online sign they will follow the guideline. If a user does not follow them he/she/they should be removed from having rights to post. Guidelines must include being fair, being kind and also not allow bullying.( c re c)
