Since you titled your post “Birds of Meridian Park”, my mind immediately thought that these hanging horrors were put there to discourage swallows from nesting in those rafters, an annual summer problem. (Copious, slippery droppings, teeming with parasites.) And frankly, that’s the only answer I could think of that didn’t give me the creeps. Yikes.
